When the ADR was declared, it could not immediately extend its sovereignty over the entire country, and this process gradually evolved. Throughout this process, there was a struggle in the southern territories of the ADR, particularly in the districts of Javad and Lankaran, involving White Army, Bolsheviks, and Azerbaijani partisans. As a result of this struggle, Azerbaijani forces emerged victorious, and the Lankaran Operation led to the complete dominance of the entire region under the authority of the ADR.
